Kellton was engaged to replace State's legacy seven-form paper and PDF-based data collection workflow with a single, unified digital platform — designed to function identically in the field on iPads and in the office on desktops, with offline capability for remote sites, real-time SQL Server integration, and full ADA compliance for all staff.

Delivered through an Agile approach, the solution improved accessibility, streamlined operations, and included comprehensive testing and knowledge transfer for long-term sustainability.
