Modernizing NATO’s ISMERLO for Real-Time Submarine Rescue Coordination

NATO required the modernization of its aging ISMERLO platform, replacing a legacy, browser-incompatible system with a scalable, maintainable, and modern command-and-control solution within a compressed timeline.

The platform needed to meet stringent security and reliability requirements, including NATO-compliant cybersecurity standards, extensive vulnerability testing, and uninterrupted performance during mission-critical submarine rescue operations.

Complex global coordination requirements demanded support for 26 navies across 41 nations, integrating bathymetric data and enabling real-time collaboration, planning, and rescue management among multiple stakeholders.

In 2020, NATO’s NCIA partnered with Kellton (formerly Tivix) to modernize the ISMERLO platform, replacing a legacy system with a secure, scalable, and mission-critical Command and Control (C2) solution. Designed to support global submarine rescue operations, the platform enables real-time coordination of personnel, resources, and procedures while meeting NATO’s stringent security, reliability, and scalability requirements.

Our approach

Kellton rebuilt ISMERLO 2.0 as a secure, scalable Command and Control platform using modern cloud-native technologies. The solution integrated mission-critical coordination, collaboration, and decision-support capabilities while meeting NATO’s rigorous security standards and supporting ongoing operational needs.

Outcomes

The ISMERLO 2.0 platform delivers secure role-based access control, an intuitive content management system, and global community access to support collaboration across participating navies. It also includes decision-support tools, along with integrated calendar and event management capabilities, enabling effective coordination and information sharing for mission-critical operations.
